[I] FFmpeg version of NVIDIA codec API headers

[T] Header files and pkg-config files (ffnvcodec) that let FFmpeg build the
[T] NVIDIA hardware video encoders and decoders (NVENC, NVDEC/CUVID) without
[T] the full CUDA SDK. Only headers are installed - the actual codecs come
[T] from the installed NVIDIA driver at runtime.
