[I] Local peer-to-peer caching daemon for shared metadata files

[T] Passim is a local caching server. Machines on the same network share
[T] downloaded metadata files (such as fwupd/LVFS data) with each other over
[T] HTTPS instead of every host re-fetching them from a remote CDN, cutting
[T] bandwidth use for everyone.
